General Mitchell Field

July 16 & 17
General Mitchell International Airport – Runway 7R-25L

A 200’ x 400’ runway intersection needed to be upgraded. The contract called for three inches of existing material to be milled off and replaced using a complex FAA hot mix asphalt material. The entire work was to be completed in two simultaneous phases within the hours of 12:00 AM to 5:00 AM. The penalty for not adhering to the schedule was $1,000.00 per minute. Using three rotomilling machines (removal) and two asphalt pavers (install), the work was completed on time, within specification, and without penalty.

Target - New Berlin - Oct. 2011

This 7,150 sq. yd. project consisted of rotomilling off the existing asphalt and stockpiling the material, undercutting the contaminated subbase, reinstalling the previous milled asphalt for strength and stabiity, adding additional stone base and then installing asphalt pavement. Reconstructions of this type are cost effect, fix the problem from the bottom up, recycle the existing material and provide a long lasting product for the customer.

Silica/Milling Machine Partnership in Shawano, WI

As a member of National Asphalt Pavement Association (NAPA) Payne & Dolan has worked together with their committees and was soon appointed to take part in a new study. "In an impressive demonstration of industry cooperation and commitment to worker safety and health, five major equipment manufacturers shipped milling machines to a roadway test site in Shawano, WI in August of 2010. The Silica/Milling Machine Partnership was on full display with the first ever side-by-side line-up of machines from Wirtgen, Caterpillar, Volvo, Roadtec, and Terex as they began final National Institute for Occupational Safety and Health (NIOSH) testing of machine prototype designs for reduction of silica bearing dust." "NAPA would like to recognize the contribution of each of the equipment manufacturers, as well as NIOSH, OSHA, and Payne & Dolan. The leadership of a representative of Payne & Dolan Inc., Wisconsin, was indispensable. This is clearly an unparalleled effort in the history of NAPA and the industry..."

Target - Waukesha, WI

Built in 2009, Payne & Dolan's subcontract for this project provided the fine grading, limestone base material and grading, asphalt paving and line marking on this project.

I-94 / Mitchell Interchange - Milwaukee, WI

Payne & Dolan has worked to construct both short-term and long-term temporary pavements lasting anywhere from two months to as long as two years. These temporary pavements helped to carry traffic away from the areas that were being reconstructed at the time. Additionally, Payne & Dolan constructed an asphaltic base beneath and also an asphalt surface on top of what is to eventually be the permanent roadway. The current configuration has traffic travelling over both permanent and temporary portions of roadway. We have yet to construct the finished asphalt surface!

Mackinac Bridge, MI

In 2008 / 2009 Payne & Dolan milled and resurfaced the Mackinac Bridge in Michigan. This required the company to use a modified E-10 mix with extrememly low permeability to protect the bridge from future water damage. Payne & Dolan was required to achieve density with strict weight limits on the bridge as well as not being able to use vibratory rollers. In the fall of 2009 Payne & Dolan received the Asphalt Pavement Association of Michigan's Paving Award for this project as well as a National Asphalt Pavement Association's Quality in Construction Award.

West Bend Airport

This project was the resurfacing of Runway 13/31 at West Bend Municipal Airport. It featured the use of warm mix asphalt (WMA) pavement. WMA can be constructed at lower temperatures without reducing the mat density. Lower temperatures reduce fuel consumption and lowered the amount on emissions to the atmosphere. Payne & Dolan, Inc. received the Quality In Construction Award for recognized excellance in asphalt pavements in 2009 from the National Asphalt Pavement Association.,

Marquette Interchange - Milwaukee, WI

Payne and Dolan, Inc. (subcontractor) was awarded all the asphalt paving for the Marquette Interchange project in Milwaukee, WI. This is the largest bridge reconstruction project ever completed in the State of Wisconsin. Much of this three year project was completed during the evening hours when the traveling public would be the least impacted.
